Covington & Burling welcomes former US Department of Justice deputy Sarah Harrington

Global law firm Covington & Burling LLP has announced that Sarah Harrington will join its Washington office on December 1 as a partner and co-chair of the firm’s appellate and supreme court practice group.

Harrington, who most recently served as the deputy assistant attorney general overseeing the civil division’s appellate section at the US Department of Justice (DOJ), brings with her extensive experience in appellate litigation, having argued 22 cases before the US Supreme Court.

In her role at the DOJ, Harrington led a team of 60 lawyers responsible for representing the US government and its agencies in various civil appeals nationwide. She worked closely with top legal officials, including the US Attorney General, US Solicitor General, and the White House Counsel’s Office, on complex legal matters. Her expertise spans several key areas, including administrative law, federal statutory questions, constitutional law, civil procedure, and environmental law.

Mark Mosier, co-chair of Covington’s appellate and supreme court practice, highlighted Harrington's significant experience as a valuable addition to the firm. “In a post-Chevron world, there will undoubtedly be an increase in government litigation and ensuing appeals. Sarah’s impressive background overseeing the government’s strategy in complex appeals will be an invaluable asset to our clients as we litigate this new frontier,” Mosier said.

Harrington expressed enthusiasm for joining Covington, citing the firm's collaborative environment and strong litigation team. “The DOJ is inherently collegial, which contributes to the high quality of its work. When I considered a transition to the private sector, I knew that Covington would be a perfect fit. Harrington holds a law degree from Harvard Law School, where she served as executive editor of the Harvard Civil Rights-Civil Liberties Law Review. She has clerked for Judge Rosemary Barkett of the US Court of Appeals for the eleventh circuit. She is also a member of the American Academy of Appellate Lawyers and the Edward Coke Appellate Inn of Court.
