Both courthouses are expected to be operational by 2027
The government has announced funding for the construction of new courthouses in Whanganui and Papakura, aiming to enhance access to justice and improve court timeliness.
Justice Minister Paul Goldsmith and Associate Minister Nicole McKee have highlighted the urgent need for modern, purpose-built facilities to replace outdated and inadequate buildings.
In Papakura, the current courthouse, plagued by severe moisture issues, has been encased in plastic wrap since 2021 to prevent further damage. Goldsmith emphasised that the building’s condition makes replacement unavoidable.
Construction on the new courthouse will begin in mid-2025 at the site of the former Returned Services Association (RSA) building, which the Ministry of Justice purchased for $11m. While the exact funding allocation remains commercially sensitive due to ongoing contract negotiations, the government is committed to ensuring a functional and durable facility for the community.
In Whanganui, the current High Court and District Court building, constructed in the late 1960s, is also being replaced. McKee noted that the existing structure lacks the capacity to accommodate large jury trials and does not meet modern judicial standards. The Ministry of Justice is investing $100m into the new facility, which will include four courtrooms. Among them will be two jury-capable courtrooms, one specifically designed for complex multi-defendant trials.
In a statement, Goldsmith and McKee noted that the new courthouses align with the government’s broader commitment to addressing infrastructure gaps within the justice system. The upgraded facilities aim to enhance the efficiency of court operations while providing a safe and supportive environment for all users.
“We need to ensure that courthouses are up to standard, and we expect both of these projects to provide safer spaces for victims, defendants, participants, and their families,” McKee said.
Further details on the Papakura courthouse funding are anticipated once contract negotiations are finalised. Construction in Whanganui is already underway, and both courthouses are expected to be operational by 2027.
